The project is well-aligned with the Guiding Principles and Goals of Asia-Pacific Network identified in the APN’s Fourth strategic plan:

Goal 1. The project promotes regional cooperation in the study of climate-related environmental changes, particularly relevant for the Altai transboundary region within Russia, Mongolia and China

Goal 2. The project significantly enhances the capacity of scientists from Russia, China, and Mongolia to participate in regional and global change studies and support science-based decision-making

Goal 3. The project aims to strengthen the interaction between scientists and policy-makers and the provision of scientific knowledge to civil society

Goal 4. The project will be implemented in collaboration with IPBES, WMO, ICIMOD, SecNET and GLIMS, working on global change research and sustainable development

1. To provide the hazard assessment of GLOF in Altai and develop the human and scientific capacity of public institutions and vulnerable communities of transborder Altai to understand and address immediate GLOF risks and their effects on human and economic development in all sectors
    
2. Develop the monitoring of potential dangerous lakes in Altai and establish GLOF early warning system.
    
3. This two-fold objective requires both an assessment of the extent to which specific glacial lakes are unstable, and an analysis of the degree to which people and property downstream are vulnerable. A common approach requires strengthened partnerships among key stakeholders, including local communities and regional government.

1. By using remote sensing, GIS and field techniques, will be done an inventory and mapping of all glacial lakes and GLOF facilities in the Altai region within Russia, Mongolia and China, determine potential GLOFs sites and assess potential socio-economic vulnerability
    
2. The project will establish and strengthen dialog with profile Departments of Local Governments (Emergency Situations, Planning and Development) in Russia, Mongolia and China in developing a common strategy to coordinate GLOF response.
    
3. The remote and ground monitoring for potentially dangerous lakes and Early Warning System (EWS) will be set up during the project implementation. The project will establish Watch Groups at the valley level with community members, to increase early warning awareness. Training workshops will ensure that EWS procedures are internalized and GLOF alerts reach the most at-risk communities
    
4. The results of our work will be posted on the project website and also will be shared locally through booklets, leaflets and videos, which will be developed as part of the planned activities.
    
5. The project results will be used in undergraduate and postgraduate teaching programmes of Tomsk State University (Russia) and Khovd State University (Mongolia) to educate the next generation of environmental scientists
